No on 18 & I suspect as in the case of the Budds, 24"
You can call Walthers now & ask. 1-800-487-2467 & ask for Mike Fedderrly, ext 3267. They are on Central Time
Their documentation says 24" without modification, and they show where to modify the cars by cutting away part of the center sill to run them on 22 inch radius; nothing smaller than that. Even after modification, 22 is problematic.
I haven’t had a problem on 22" curves with my Horizons or Budd cars.
I even had them go around an 18" curve AT EXTREMELY SLOW SPEEDS just to see if they would.
They did, Barely.
I did have to make some modifications to the Horizon cars though.

Tried one of the Horizon Fleet cars once on my 18" radius curve and it was a no go. On the other hand, all of the Budd’s I have work just fine on the 18" curve. They don’t look good but they work fine.
I just got a Horizon Car, and it will run on my 18" radius track without modifications at 50% speed, as long as it does not go in reverse (As if in push-pull operation)
I’m running a consist of 4 of those Horizon’s on 22" radius track with no problems. However, when backing through curves and turnouts, take it real slow! [tup]
