Walthers traffic light stopped working?

Need some advice, I have the Walthers Cornerstone #2306 traffic light with 2 traffic lights… I just recently installed the controller and lights and they were working, however, after several minutes, both light stopped working completely…I checked my power source and its fine, I disconnected the Traffic Light Controller and powered directly to my power source and it has no power. Im thinking I fried the lights or the Traffic Light Controller . I checked it with a multimeter on AC and it is running at 20.5 volts. the requirement for this is 19 volts AC. In additioni have 16 gauge wire connected to bus terminals at the bottom of layout.

you think its toasted…or is it the lights? or both ?

I would give Walthers Customer Service a call and explain to them. It is my understanding, that the product is going to be phased out, once the stock is depleted. What does the buss have to do with it? Are they incandescent bulbs or LED’s?
