There was a guy selling multiple NWSL kits for MDC Shays. It looked like they were from the chassis up. The biding for those were closing around $20. I’m not sure if that is what you are talking about. I was close to getting one for my MDC Climax but decided to go with Dan LeFever.
You didn’t say which gauge. The Keystone Shay was made in HO, HOn3, and HOn30 versions, with the latter being the most difficult to come by in my experience.
18 months ago I was able to order the powering kits from Caboose Hobbies for both HO and HOn3. You might check to see if they have any left.
I have heard that NWSL is willing to sell the motorizing kits less the parts they can no longer supply. The critical parts were the side frame pieces that were made for NWSL by Keystone, and now perhaps the Sagami motors. Depends on what you need whether or not this is a viable solution.
Finally, they appear from time to time on eBay, often packaged with the Keystone kit.

I’m looking for the standard gauge version. I’m planning on checking with Tommy Gilbert and Caboose today - thanks for the suggestion. They seem to pop up about every 2-3 months on Ebay.
I talked to NWSL, and they basically said the same thing that you’ve told me, but I’d still like to get the whole kit, if I can.
