Why is the stuff just now showing up if it hasn’t been used since 1986?
If the silo was built in 1955 when was the school built? And…“potentially liable?” That’s a stretch.
It takes time for chemicals to migrate thru soil. In the town where I live (Downers Grove IL) when chemicals began showing up in the drinking water of township wells it was discovered that they had migrated over two and a half miles from a manufacturing plant that had been closed for a number of years, so it is quite likely that when the school was built the water was fine. When the UP bought the railroad line and the land, they also bought the liabilities.
