I haven’t used it myself, but I believe there have been some comments on it in some of the older ‘weathering’ threads on the Forum, and it’s gotten pretty positive reviews.
I believe it’s like the Bragdon weathering powders that I use, in that it’s self-adhesive.
Wish I could be of more help on this one, but I’m sure that someone who’s used the Rustall will comment.

RustAll is an excellent weathering product (I’ve used it for many years), but like any other weathering medium it has a learning curve. Anticipate spending some time developing your skills with it before obtaining any really first class results.

Rust-All isn’t at all like weathering powders!
It’s Iron in suspension with alcohol, I believe. They have a 4 - part “system”, the instructions are on the web-site, here’s a link. http://www.rustall.com Check the product information link there for more information.
