A lot of dished vessel ends are shipped like that. I model Coatesville, PA and the steel mills there specialized in dished vessel ends. They are shipped to metal storage tank manufacturers or pressure vessel tank manufacturers that do not have the ability to press a large diameter tank end.

Looks like something that could be scratched up with some creative surgery on some domed bottle tops and some structural shapes. Good first project for somebody who’se a tad reluctant to try scratching something.

Plastruct sells elliptical and hemispherical domes in all sizes.
You can also buy watercolor pallettes at a craft store that ar thin plasctic with several round indentations in them designed for mixing watercolors. Cut the round indentations out, smooth the edges and paint a steely grey color and you have dished ends. Make some racks from plastic structural shapes (Evergreen or Plastruct) . Set racks in the cars and add the dished ends, put just the racks for empties.
automotive engine freeze plugs would make interesting starting points for loads similar to this. the flange would need to be ground down a bit. they are available in different sizes and come in steel and brass.
we used to haul a lot of tank car ends that were a little smaller than the items shown in this photo. they would stack in a gondola crosswise.
