What is a “Rules Car” ?
I’m thinking perhaps a car that would travel to various places on the railroad to give examinations and/or instructions on the book of rules.

They also had “fuel instruction cars” that taught engineers and firement the operations of steam engines and firing, etc.
A modern equivalent are various locomotive simulators that are contained in trailers that are driven to various crew headquaters to train engineers.

The N&W used to have a “safety car”, in which I attended several book of rules classes.
They also had an “air car”, which had three different brake stands (6, 24, & 26) out of locomotives on it and apparatus that simulated the apply and release rate of brakes throughout a train when using these brake stands.
