Looks like a gon that had a roof built over the top of it to protect the contents inside.
Looks to me as a creative kitbash of a hopper, note the end details, but where are the discharge doors? I wonder if the ACL markings are legit or modelers license?
Agree that whatever its purpose, keeping the contents dry is priority one. If you were to upgrade it with new trucks and grabirons it would be a outstanding example of one’s creative mind

Considering its an ACL car and has longitudinal dump doors, I’d say its an early attempt at a phosphate rock car.

Scroll down the to the 10200 series phosphate cars and open that catalog page up. There are pictures of models of all steel dry phosphate cars. Yours is probably an earlier series.
Dry Phospohate was mined in Florida and the Southeast and used to make fertilizer. It was a car that would be very rarely seen off its home road.

my first thought was a wood chip car, but based that the load has to be thoroughly enclosed sounds right or it would blow away, like the phosphate. I would call it some kind of hopper that delivfers rather dustyish material.
