What the heck IS this?

At NRE yesterday, I saw a very odd looking locomotive on a flat car…what kind of loco is it?

It is an export unit of some type.It appears to me to be an ALCo.

It is a GM8 or GM 12 export locomotive…send there for rebuilding.
Argentina or Chile…

It is a GM export loco. Kind of neat to see it like that. I would guess it is narrow gauge.

You might run this past edblysard, in a recent post he showed a picture of a retrucked Union Pacific diesel [ probably a meter gauge job] in South America, and mentioned that they get a number of these rebuilds through the Houston Port both import for rebuild and export, going back. He might be able to shed some light on it.
