IORY is the Indiana and Ohio Railway, which is a part of Rail America. As for the horn, I don’t have a clue, but I like it, too.
If I had to hazard a guess I’d suggest it’s a Prime 990. It has that Leslie-ish tone to it without the squeak, and I’ve seen one of these on an old SP MK rebuilt GP40-2M (7118 I believe) several years ago with the same tuning.

its not a prime its a nathan K3 of somesort I see the loco quite a bit I know its a nathan. When it was put on it did sound like a CNW SD40-2 K3 but since it has sounded a little different TPW (the road IORY 4008 is running on) is good for making horns go bad. 4008 has had I dont know how many different horns since being on TPW they keep changing it from time to time
