In the case of the Norfolk and Western, the answer is, what corporate name emerged from the most recent bankruptcy. The name flip-flopped from Norfolk and Western railroad to Norfolk and Western Railway several times. Then the N&W became so solvent and efficient that the railway stuck.
Some people will say that railway implies lighter construction. If 133# rail on five feet of crushed limestone (standard for the N&W in the waning days of steam) is light, how do you define heavy?
My own prototype was known as the Japan National Railways in English, but the Japanese word tetsudo literally means iron road. Go figure!
