Not “powered”, but “power”, which I think was a marketing term more than anything else. “Power” handbrakes were geared, as opposed to the older vertical shaft handbrakes that simply wound the chain around the bottom of the shaft. The same terminology is found in street railway usage, with the introduction of Peacock geared handbrakes for trams/streetcars.
