Isn’t a grade separation flyover in the works for the Tower 55 area? With all those highway bridges, it strikes me as a place that a fly under – or whatever – might be more feasible.
No, too much encroachment by surrounding structures.
Actually, the building didn’t encroach, it was there first, take a look at the roof line again and look in the background for a sunset hint.

Would it help if I told you the overpass is a HOV (High Occupancy Vehicle) lane less than 10 years old?
I-45 just south of I-10. Houston.
Norm has it, the Amtrak crew quarters, on the site of the old SP Grand Central, the HOV lane is the exit from I45.
