Perhaps the governor of Illinois will make them an offer they can’t turn down. Out of monies the state doesn’t have, nor taxpayers can afford.

They need not go anywhere! If they don’t have orders in the US, especially WI in this case, then there is no reason to have a factory to build anything. IF, however, they were to get an order from an operating agency or Amtrak, they might consider a US location again.
