Is there a way to ‘Lock’ a Williams loco into forward or reverse?
Unless maybe you tinker with the E-Unit to stay in forward or reverse, otherwise no. Why would you want to lock the E-Unit in the first place? I guess if you were using a Lionel stop station that would be a problem.

Look for a small switch undeneath the loco. If you find one it probably is the lockout switch. I believe most Williams units have one. Flipping it will keep the loco going in the same direction as it was last running.

On my layout I normally switch off the e-unit since I find it very disturbing to have the engine backed up every time I stop somewhere. As soon as you start using tracks being able to be switched off the main power the e-unit drops, and when you want to use the train again it only lights up or reverses.
In an engine with an AC motor the e-unit can be bypassed with a double pole 2 position on-on switch, which you can use to choose between trackpower via the e-unit or directly on the motor. With a DC motor in it, you could use the same layout with a rectifier between it to make DC when the e-unit is bypassed.

The engine is a BL-2 and was purchased about a year ago.
My first and only Williams.
No sound! Just a horn.
No switches either!
I’ll try Marty. If it can’t be done then I may do as Daan suggested.
