The loco is having its blioer tested. This has to be done on a regular basis for the loco to be cleared safe for working.The first part of the test is known as the hydraulic test. This consists of filling the blioer with water and pressurising it to 50% above working pressure. That is, if the working pressure (i.e. the normal operating pressure) of the blioer is 200psi, the hydraulic test pressure will be 300psi. The blioer must withstand this pressure for 30 minutes without showing any leaks, distortion, etc.The second part is the steam test, which means firing the blioer and steaming to working pressure. The safety valves must lift at within 5psi either way of the working pressure, i.e. if the working pressure is 200psi, the safety valves must lift at between 195 and 205psi. The loco you see in the clip is undergoing the steam test.Both tests must be carried out by engineers certified by the government.
