It’s a generic term for yard locomotives, used by crews at least.

I’ve also heard it refered to Model RR Operators that like to work the yards.
Indeed, it is one of many slang terms for a yard switcher, not all of which are printable in a public forum.
We use the term puddle jumper. Or just call it that piece of @#$&! in front of the tower.
