54 is code 100 HO track but #584 is code 83 – can I use either for my left hand Atlas switch??

I would say no. They are two distinctly different parts. Check out www.atlasrr.com and click on the parts to verify.
Atlas uses different switch machines on its code 100 and code 83 switches, they are not interchangeable.

Hello, I just went through figuring this out myself.
The two different codes of track are not interchangable. The 100 is a tad taller. I have seen track described as a “transition” between the two so if you are getting the 83 or 100 for free maybe that is worth the trouble.
Myself I am trying to order only code 100 pieces just to keep things simple.
The Code 83 machines are much smaller and less obvious. I don’t think they are interchangeable, but to be honest I’ve never tried.
However, there is no requirement that the machines be mounted directly to the turnout as designed. Both are HO gauge, so the horizontal throw distance is the same. If you wanted to mount the machine next to the turnout with glue or some form of home-made clip, I’m sure it could be made to work.
