How difficult would it be to change the factory installed decals or markings on an IHC 2-10-2 steam engine and remark it with Pennsylvania decals and numbers?

Not too bad. I used to get the original factory lettering off by soaking in in solvaset (decal setting solution) and then rubbing it with a pencil eraser. The slightly gritty kind of eraser. Worst comes to worst, you can paint over the old lettering with dark gray auto primer (spray can) and then redecal. Steamers are easier than diesels, 'cause they just have white letting over black background.
First of all, leaving decals or printed on roadnames on locos will leave a noticable letter raising in the new paint if you just paint over it. Your best bet is to remove said lettering (be it printed on or decaled) with rubbing alcohol or other plastic-friendly paint thinner and re-letter or re-decal.
Second of all, automotive primer is NOT intended for model trains as the paint particulates are WAY too large for model painting. It IS intended for spraying on cars as a primer coat and being sanded down to give a smooth finish for your basecoat. You are better off buying Testors or airbrushing on a primer to get the propler coverage.
