It looks like he did it in the evening, just a week or two before sunset.
That feat should go into the Guiness Book of World Records as the first toy train layout around the North Pole. I wonder how he made his snow. It looks almost real. The picture also confirms that there is an actual pole at the North Pole.

You can’t fool me, David. This whole thing is a fake, and was shot in a studio, the same way the “moon landings” were 35 years ago. How do I know this? The pole gave it away. Everyone knows that stripes on the north pole twirl down in the opposite direction. That pole - a fake and a sham - is modeled on the south pole’s striping. Another key giveaway - you can’t see the guy’s breath. If it was really at the north pole, it would be cold enough to see their breath.

A fake? Perhaps! Why would the Coast Guard idle its flagship cutter, the USCGC Healy for 4 hours while some tool runs his train around the pole?
After some serious thought, I’ve concluded that the cutter is on a scientific expedition to determine the extent of global warming. They are measuring the thinness of the icecap by running a train over the pole to see if the ice holds up with the added tonnage.
(But what really is needed to titillate the viewers would be a lush pole dancer):
