Concrete Sanding Tower

Over at the Conrail Historical Society there is a photo of what appears to be a concrete sanding tower. It looks like a coaling tower, only smaller and way more clean! And the fact that it is in the heart of PRR/PC/CR electrified territory makes me think that is what it is.

Am I right? Is this a concrete sanding tower. If so, it would make a great modeling project!

Sure looks like a coaling tower converted to sanding. Note the remaining coal chute under the right leg. It is a small coaling facility - even smaller than the Walthers one I have on my layout. But it appears to be big enough to handle two engines on two tracks.

…And the only reason it’s clean is because the soot from the steamers was washed off by the rain.

If you look closely, it looks like there is a standard sanding tower behind the coaling tower in the photo. That’s my opinion.
