Question number 3! The platform railings, part 21, are shown as fastening to the rear (towards the ice shed) but there seems to be no place there to locate them. I could just glue them to the back side but I wonder if that is where they should be located. Please help if you have built one of these things and thanks!

No locators, but they glue to the outside of the frame posts/underbeams. Simply lap them over and bond with solvent.
If the uprights dangle about 6" to 9" below the deck, they end up about the right height at the top of the rail. In any case, getting the top rail at about the right height is the key to them being in the right position.

I have not built nor do I have the kit but looking at the PDF instructions on line, I assume your question is how to cememt part 21 to part 16. From the instruction drawing it looks like the floor (16) has some sort of ridge running its length a quarter to a third of the way inboard from the rear edge. It also looks like it might have some bumps or notches in it. Perhaps the railing (21) fits against that ridge, not the rear edge of the platform.
Just speculating but I hope it helps.

The railing goes on the side away from the tracks. On the side towards the track are only the drop-down platforms that allow workers and ice to reach the roof of the reefers.
I think Roger may be right that the deck is notched where the railing uprights go to help locate them. I couldn’t really tell at the angle I looked at mine from, as it’s, well, away from the tracks.[:o)]
That’d be the chain conveyor for moving the ice blocks along the platform.
The handrail uprights cement to the edge of the platform and the railings to the uprights which support the roof.
