What’s the best method to make dirt or gravel roads that will not was away?

I haven’t tried it yet myself, but you could probably use vinyl patching cement. There are color additives you can get from the hardware store which will give it a dirt color, depending on how much you add. (A tiny bit goes a long way!) I use this when I need to match the cement to my rocks.
For a gravel road, maybe use the same mixture but press some grit or crusher fines into the surface.
