Can i use door bell wire for my train out ( HO ) from track to power pack? My table board is 4x6

If, by ‘door bell wire’ you mean solid (single strand) copper wire, #20 or so, by all means yes. I’ve been using it for decades without problems.
One key item. It doesn’t take kindly to flexing, so it has to be solidly anchored at both ends and kept from moving around. For hard-wired hand throttles or anything which won’t stay absolutely still, use stranded wire.

Yes, provided you keep it under 20" and the draw through that length at or under 2 amps. once you get up to three or more amps, you should be using 18 gauge -10 gauge, depending on the demand on it.
For track power, it should be fine. For accessories, especially if you use Atlas components, I would recommend against it. First of all, you don’t need that heavy a gauge for accessories. Bell wire is very stiff and difficult to loop around the terminal screws for Atlas components. I initially used 3 strand bell wire for my Atlas turnouts because it was color coded (red, white, green). Now I use 4 strand telephone wire which is also color coded and much easier to loop around the terminal screws. I just leave the yellow wire unused. For lighting and other accessories, I use stereo speaker wire.
