I don’t have an answer for you, but I ask myself the same question all of the time.
I know that there are a lot of alternatives to Woodland Scenics products such as ground cover, bushes and foliage, and ballast. But, if you like the Woodland Scenics products, there is always the issue of price.
If you have a small layout, the cost of Woodland Scenics products is tolerable. But, on larger layouts, the cost of Woodland Scenics products can break the budget.
The problem is that Woodland Scenics does not deal in bulk. At $10 to $12 for a shaker bottle of their product, a large layout consumes a lot of shaker bottles worth of materials. What I would like to see if for Woodland Scenics to provide the product in bulk and at more economical prices. That’s the way a lot of manufacturers market their product. But not Woodland Scenics. I wonder why?

I can only assume that you’d like large quantities to make a tree covered mountain. That’s the situation I faced recently and realized it would be costly using WS clump foliage. I purchased black poly fiber from sweetwater scenery at sweetwaterscenery.com. Micro Mark sells similar stuff. I applied it to my mountain and created tree like mounds by streching pulling clumping etc. Then applied hair spray and WS fine and course turf. Very satisfied with the results. I believe it was considerably more cost effective and I like the appearance better myself.

Actually, I was thinking ballast. On my current layout, I have a 162 foot double mainline and that takes a lot of ballast.
