Well, let’s see, MAP-21 requires thr FTA develop these regulations, and woah, MAP-21 was passed by a Republican congress, so Mr. hays, as usual, you are wrong. This must be an RNC project! Or perhaps, it’s just a common sense program, supported by people with common sense.
@R Messera, actually in this case, regardless of who passed the legislation this is bigger waste of regulatory function, time and money than you understand. Since these agencies will now have to spend money and time coming up with these plans, especially money, which won’t be provided by the Feds, it’s going to reduce the amount of money used in transit services, and really provides no benefit when it basically applies to a closed system. I can see the need for crash worthiness being a Federal level designation, as long as it’s not ridiculous like the FRA rule(yes, it is ridiculous, argue all you want, weight should not be a factor, design is the major factor in crashworthiness). Easily 75% of transit systems are small enough to not even warrant a major safety plan as this calls for…it’s only being brought up because of WMATA mostly(and Metro-North to a minor degree, though they fall under the jurisdiction of the FRA).
