Since DigiToys Systems have gone out of business, they are allowing their WinLok 2.1 software to be downloaded for free. Here is the link: http://www.complexitymanager.com/digi_master/
Included on the download page is the program, the documentation, and some application notes. The program is not supported, but there is a link to the user group which is still active.
What is winlok 2.1, before I download it I was curious what it did or does.

It is a form of DCC layout automation program. Say you have a Digitrax system and have installed their SE8C signal board (one or more) and their BDL-168 block detection board (one or more). Now you have to have a program to operate them. You could use JMRI Panel Pro which is free, or you could use WinLok 2.1, which is also free now.
Other DCC systems are supported or controlled beside the Digitrax system as well.
Sorry for resurrecting such an old thread, but I’m trying to locate a copy of the free version of WinLok 2.1.
The download is no longer available at Elmer’s link above, and I’ve tried the WinLok Yahoo group with no success so far.
Does anyone have a good download link, or a copy of the file they can send me off-list?
Again, I’m looking only for the Free version, not the paid version which requires a purchased license key.
I don’t know if this pertains to you or not, but I did find this statement on the DCCwiki.com site:
"Digitoys Systems produces software called “WinLok” for running and configuring DCC systems. The last version is v2.1 with no future versions planned. Since this is legacy 16bit software, it will not run on any modern Windows OS (i.e. Vista, 7, etc.)."
I know the link goes no where, but the pertinent info is that it won’t run on “modern” Windows OS.
Yup, I’m aware of that and I have a suitable platform available.
I do not know if you ever found your program but here is a link that is current to it on the Digitrax web site. I have been debating myself whether to use Winlok or the JMRI program depending on whether JMRI is more compatible with modern Windows. If it is I can keep my computer more up to date and still run my trains.
It is? I don;t see it on the Digitrax doanloads page. I even did a page search for winlok and no hits, in case my bad eyes are keeping me from seeing it.
Even if it does work on a modern operating system, JMRI will definitely work better on newer computers and going forward, since there will be no more updates to Winlok.

Nope, that’s a link to the Digitrax firmware and utility downloads, not to WinLok.
WinLok was a layout control program produced by DigiToys Systems, not by Digitrax. Two completely different companies.
JMRI is maintained up to date, and has an active development and yahoo usersgroup.
I must have been dreaming at the time but I could have swore it was there. Maybe it was just my imagination but I am pretty sure I have the file saved on my computer. Yes I do have it! It is titled wlkinstall and has a setup.exe file inside the folder. There is also a zip folder titled the same thing that will extract.
