Well if the business climate in Illinois were really good they’d move the locomotive plant here too.

My former employer had its headquarters in NYC so they said because they were closer to the financial markets. But they had all their plants and operations in the midwest. The Govenor of Ohio, where they had their largest operations, told them to move to Ohio or he would tax the devil out of them. They moved to Ohio.
