Where might I find a good source of hand tools for laying track and working with HO scale rolling stock and scenery?
One good source is Micromark. You can find them on the net. I’ve found their prices reasonable and the service very good.

I found that my local hardware store had 2 nice sets of small screw drivers, and small pliers. I use these all the time to make adjustments around the layout. As well don’t forget your LHS, as they too can have a good selection of tools.
For modelling tools, glues and other supplies I will also recommend Micromark http://www.micromark.com/
