A guess is pre-cast concrete prison cells - or dorm rooms, etc. The triangle-shaped cut-outs would be similar to those for the utility ‘chases’ of Tindall Corp.'s precast units, which I believe has several plants in your region - see:

What are they? I don’t think I’d want to have to share the road with a truck carrying one of these.
I am confident that I saw something similar on a UP last summer. I guess there is a fisrt time for everything.This one time I accidentally the entire thing.
