How in the world do you make the scale newspapers that you see littering the streets and stacked on news stands on crafstman layouts. Standard printer paper is much too thick, it seems to me.
What about newsprint? Probably still too thick to scale but thinner than copy paper, I think. tissue paper is probably thinner yet but using newsprint to model newspapers seems appropriate to me.
The paper they use to make phone books is usually pretty thin. Try to find a page that has some blank space and set up the image so that it prints in that blank spot.

A regular newspaper is at least ten pages thick usually more like thirty. You really shouldn’t see much of a difference in the thickness is you use a piece of newspaper. It would look more authentic then the couplers on the trains.
What’s a rail yard without hundreds of pigeons and pigeon poo on the roofs of yard buildings?
Some old HO scale newspapers laying about makes a nice trashy look.
Don’t forget the white spots on the cars, especially the windshields, where the pigeons hit the poor person’s car that was parked under a tree or power line.
Look for, Rice paper, or Onion skin paper, a tough, thin, translucent paper, that can be painted. FSM, modelers, use it all the time.
Leave the pigeon poop for the experts.

Edit: Also, Christmas, tissue paper, that you would use, to wrap expensive, clothing in and unmentionals for ladies and silk ties, for men.

True story. When I lived in Columbus, we had a stupid robin in our neighborhood who became infatuated with his own reflection. I think he thought it was another bird and was trying to mate with it. One day I saw him squawking at one of my hubcaps, then he would dance around to the other side of the tire to get to the other bird. The fun really began when he discovered sideview mirrors on the cars. He would perch on them and do his business. Every car on the block that was parked on the street had white streaks running down the side of the car below the mirror.
Here’s an obscure fact for you … the thinnest paper that you can’t see through is the paper used to print Bibles ! … would just seem kinda wrong to cut up a Bible and litter the streets with it though …

I had some old decals that pretty much fell apart when soaked (they were from an old automobile kit). I removed the decal fragments from the water and piled the pieces off to the sode of my work area and when dry, I was surprised to see they looked a lot like the scraps of paper found blowing around. I haven’t added this to the layout (I’m not ready to add this detail work yet), but I think it would make convincing scraps of paper. You might even print real newspapers (reduced to scale size, of course) onto decal paper to add even more detail to your litter.
I’ve heard of people cutting up used coffee filters to newspaper sized scraps; it sounded like a neat idea, but like I said, I’m not ready to add this level of detail yet, so I don’t know how it looks in person.
Even that old heathen Long John Silver objected to cutting up a bible! But it’s true that bibles & similar religious books often use very thin paper. If there are any companies left in this country that still print bibles, you might approach them for scraps. The Keller video of Lou Sassi’s old layout showed a very realistic newspaper lying on the ground near his engine terminal. Wonder what Lou used.
I agree with not tearing up a bible. However, most bibles have several blank pages at the beginning and end that get kind of ratty looking if the bible is actually used very ofter like it should be. Carefully tear or cut out one or two of those and the bible is still useful and you have enough paper for several hundred HO newspapers.

But damaging in any way a book that any body would or even might reasonably concider to be sacred is just not on.
Best to go and see the printer for some blank off cuts.
An idea that might work if you just want bundles of news papers is to cut a strip of printer paper the height of a news paper then fold it concertina fashion, until you have a thick enough stack.
Something that looks like its written on both sides of the stack.
Tie up with tan thread one newspaper stack.
