Lionel 1033 transformer cover plate

I would like to remove and replace the cover plate on my 1033 transformer. How do you remove the rivets that hold in place and how do you reinstall plate?

Look at this parts view of the 1033 and find which part you are trying to remove.

Is it the Nameplate or the Bearing plate?
