All fonts are copywrited. Sometimes it’s less expensive for a company (Lionel) to develop they’re own fonts, instead of paying royalities to the owner of the font.
It’s possible that the 2023 was a creation by Lionel, but the RomanS font is close. Also, the font on the trains may be elongated, or compressed in width.
I’m not sure what you are planning to use this for, but try printing UNION PACIFIC from MS Word or whatever word processing program you have and see how they match up, and make adjustments accordingly. You may need a higher end publishing program to get it just right.
You could try putting the loco on a flatbed scanner and scan the “image” into Word. If it matches a font you have in your library, in will scan in as such. If you suspect which font(s) it’s close to and you don’t have them, download them to your fonts folder and scan the loco again to see if you get a match.
