Does anyone know what month and year in MR regarding making home made switch throws using dowl rods, wood knobs and paper clips is in? any help would be appreciated. Thanks.

Quite honestly the best info I have seen on manual switch throws, appeared in recent issues of Model Railroad Hobbyist magazine. Just Google it.
I just ran across a article in Model Railroader from the march 1975 issue. Titled “How to build switchstands” by John A. Burger. It is a really good article and everything was scratch built.
Are those the ones made out of door latches that Joe Fugate came up with for his layout a while back?

I believe that those are the ones done by wedudler. The ones by Joe are quite simple to make and appear to work quite well. Other manual throws are made by Humpyard Purveyance and Caboose Industries. Just Google those names to find them.

There are lots more manual switch throws. One is Blue Point which has an under-roadbed device containing a double-pole, double-throw electrical switch, activated by a throw rod to the layout fascia.
