Does anyone know of a source for track planning templets in HO with Microsoft Visio CAD?

Try that one. I got it by googling. There is a link to a zip file on that page. Note that the templates are in Visio 5.0 format and may or may not work with your version of Visio.

I have:
AutoCadd 2000 ($7,000.00), Turbo Cadd PRo $950.00 and bought 3rd Planet $89.00. I tried Visio ALL Versions. Trust me 3rd planet is easier and once you understand it it can do rings (TRAN TRACK TYPE) around the other programs we have. I taught AutoCadd and stil feel the way I do.
What are you going to use Visio for? Track PLanning?
