I am looking to buy a loco shell with a different road name than the one for my GP-40. Is there a way to buy the shells-only anywhere?

You can check the Atlas website to see what they have available in their parts department. http://www.atlasrr.com/nparts.htm Or check ebay. The other option is to repaint and letter the shells you have or have someone else do it.
Atlas lists parts including body shells on their website; my local many years ago informed me that spare parts were only available directly from Atlas!
