Overland Models in the USA imported a model of Western Maryland No. 6, the largest Shay in N scale some time ago. Evidently they did not sell all of them, as they have been showing up on eBay recently, but be prepared to pay close to US$1,000. to get one. Joe Works of Japan made one to no particular prototype a decade or more ago, but have not seen any of these currently available. There is a company making a resin casting of a Shay called I believe, Scale Logisitics, but none of the “Shay” parts operate. Also Republic Locomotive Works makes an Nn3 Shay that uses a Marklin Z Scale Diesel mechanism available in kit or finished versions. This can be adapted to run on N scale track for standard gauge.
Go to GOOGLE.COM and do a search on n scale shay. There is at least one comapny offering a three truck shay for around $200 which is a lot cheaper than a brass model would be.
What about Atlas’s shay??
My thoughts exactly. The Atlas shay is an excellent little locomotive, and can be had for around $125. It’s got a die-cast boiler and cab, and a great mechanism. Highly recommended.

The Atlas Shay is an excellent little locomotive. Be sure to run the loco slowly, it’s not a speeding diesel. Good luck finding one at the ELHS or *bay. The Atlas & Walters websites may help you find hobby shops that had them last.
