Does anybody know if this is a complete and ready to run package?
Is anything needed beside a sound decoder equipped loco?
Does it have full sound capability? Functions F1 through F16-19?

Yes. The PowerCab is ready to run right out of the box. (Obviously after you get it connected up.)
Nope. Everything you need is inside the box: Throttle, wall transformer, interface plate, and cables.
The PowerCab has F0 through F13 capabilities.
Both Tony’s Train Exchange (TTE) and Empire Northern Models has it for $140. I’m really looking forward to getting mine. It just started shipping a week and a half ago. Tony’s web site had a very nice write up on the PowerCab. I don’t think you’d go wrong getting one. Here’s the links to the web sites mentioned above:
