I am wondering why a IDTX locomotive is lettered for Amtrak in the first place. I presume from the IDTX initials that it is owned by the Illinois Department of Transportation, not Amtrak.

The answer is it is pooled equipment. The Midwest High Speed Rail Compact acts as a regional multi-state RTA sort of in that they purchase the locomotives and cars as a group. For operational efficiency they want the equipment pooled so it can run across state lines. By the same token the individual states want their investment in dollars accounted to equipment porportionally. So that all of Illinois Equipment isn’t exclusively seen in Missouri running passenger trains there. So the individual state reporting marks are a way to visually check balance of investment to where the equipment is used. Also in case the Midwest HSR is ever dissolved in favor of something smaller or greater they can subdivide what was purchased with the pooled money.

We have a amtrak MOW/C&S base nearby. It’s interesting how some of their trucks have federal tags, while others have various state tags. Guess it’s depends on what budget the lease if from?

Note that the IDTX Chargers are lettered as Amtrak Midwest, not unlike the CDTX power which is lettered Amtrak California. Although IDOT may be listed as the owner, the locomotives are funded by the Midwest Coalition of Illinois, Michigan, Wisconsin and Missouri.
