Passenger vs. freight trucks

It seems that there was standardization of freight trucks among railroads yet there was great variation among railroads on passenger car trucks. Any thoughts or logic?

I don’t think you have been looking at freight car trucks closely enough. Perhaps the variations are sometimes a litle more subtle, but they definitely exist.
