I can’t tell who made the prototype, but you might have luck with the European manufacturers (Brawa, Rocco, Fleischman etc) they have a lot of light rail/tram models. If the prototype was made by Siemens, or another firm, you might have luck finding a model.
The models can get pricey, and obviously you would need to modify the models good luck.

Here is the rundown on the four series of light-rail cars in use in Portland:
He uses the HO scale Walthers subway trains. These are currently out of production, but they are available on eBay. Walthers occasionally does another production run, but it will probably be a while before they make more of them. I’ve got two sets of them myself. They are solid and reliable. It’s easy to add a DCC decoder, but they are only produced as DC models.
The image Zstripe posted looks like the Seimens S-70s that we have in Charlotte. If you find someone who makes them let me know, I would love to have a set.
There is a European company that makes some that look similar, but they are different.
