Operates in the RED, because congress has a hand in it? They are now working on the US of A. No budget, that is LAWLESS. This is required by law. Congress is required under the Congressional Budget & Impoundment Control Act of 1974 to pass a spending plan. This no plan suggests a level of DISRESPCT of the law and the people found among CRIMINALS . Washington needs an overhaul of both parties. They are much too self serving!
