Problem with Programming Track

I have a DCS 210+ that will not recognize the program track. Every loco I put on the track, I get a “program track is empty”. I am using a separated programming track wired per the Digitrax instructions. No matter what I do, it will not read, a decoder, or anllow me to write or change CV’s. Any ideas of what could be causing this.
