Question

I am new to the board and have a question. WHat is the diffrence between an F40 and an F40PH? The fuel tanks? How many radiator fans there are?

There were different phases in the production of the F40 but for most intents and purposes there is no difference between the F40 and F40PH. They are just different designations for the same locomotive.
These are F40’s

If anyone has exact info on phases, go ahead and put you input in. I may add more later.

The differences between the F40PH and the F40PH-2 are mostly internal and may be minimal. The F40PH-2C is a longer variant built for MBTA (Boston) that has a separate diesel-alternator HEP set in the rear rather than the HEP alternator powered by the main diesel. The F40PH-2M was built for Metra (Chicago) and has a distinctive built-out windshield and has been nicknamed a “Winnebago” for its appearance.

To add to the confusion, there are also some variants built by Motive Power Industries for other commuter operations.
