Which scale?
Kato is great, followed by Atkas and life like in n scale
HO scale
Kato, Atlas, Proto 2000, Broadway Limited, Bachmann Spectrum, and Athearn Genesis, depending on how much you’re willing to spend and whether or not you have or intend to get DCC and sound.
if you have the $, atlas and kato
if you have the time and will to upgrade them, athearn
if you want an all around good loco until until the gears crack(not uncommon, but ive heard of good customer service) lifelike proto 2000.
if youre bill gates, brass.
i like athearn. theyre cheaper, and can be upgraded as yiu build your skills and knowledge.

Kenneth, the opinions will vary, as you’d expect, but you did not say whether you are interested in old-time steam, modern steam, or diesels. The post above, for example, would probably get some agreement from many who are modeling diesels, but not those who prefer steam.
What is your preference?
HO scale KATO locomotives there the best in the world . There the Rolls Royce of all the locomotives.
I’ve never had a Kato but have tried most of the other popular brands and BLI gets my vote hands down. Atlas is excellent value in the mid-priced range.
kato and atlas have the best runners but its entirely up to you

Ready to run steam: Bachmann Spectrum, Broadway Limited, Life-Like Proto 2000 and IHC.
Kit steam: Bowser.
Ready to run diesel: Atlas, Athearn Genesis, Bachmann Spectrum, Athearn ready-To-Roll, Broadway Limited, Tower 55 and Life-Like Proto 2000 & Proto 1000.
Kit diesel: Kato, Stewart, Hobbytown and Athearn Blue-Box.
I listed Kato, Stewart and Athearn BB as kits because you have to install every single detail part yourself.
Kato diesels are considered as the best running diesels in the world, but I think they could easily do better on their detail.
