RDC3 as Track Inspection Car

Sometime in the late 1960s-early 1970s, and as of a result of the Penn Central Merger (1968) NYC RDC3 Number M497 was renumbered No. 97.
It was maintained in Croton Harmon N.Y. and usually used on upper Harlem and Poughkeepsie runs. It was sold to Conrail in May 1976.
Ex-No. 97 was signed over to MTA as No. 98 but never ran for MTA.
I recently learned that the 98 was purchased by the CNW for use as a track inspection car, but that the deal fell through for some reason. The RDC3 was finally scrapped by CNW.
Does anyone have more data about this?

I’m trying to find out whether new info I received is valid or not. It flies in the face of what I’ve already learned (book finished, looking for publisher–so it better be right!!!)
