Removing striping from old Bachmann Amfleet cars

I have a bunch of old (talgo/horn-hook) Bachmann Amfleet cars in Phase 1 paint, and am thinking of re-striping them for Phase 3. I’m assuming I can’t just decal over the old stripes without them showing through… does anyone know an easy way to remoe the stripes without stripping the paint? Can’t tell if they are paint or ink, but they look pretty substantial.

I’ve used Easy Lift Off from Testors on some semi trailers I got last year when I needed to remove the website addresses off them.
