I am a three-rail O gauger (which means I probably should leave before I get yelled at by a rivet coutner[:)]). But I think this is the place for my question:
I always wanted to have a scale live steamers club on my layout. In real life, live steamers (the ones you can ride on) are 1/8 real size, running on 7.5" gauge track. Wouldn’t it be great to have one of these in 1:48?! However, my problem is that Z scale, the smallest I know of, is only a little smaller than 1/4 the size of O scale, while I need a scale 1/8 the size of O. Does this scale that I seek exist? Any help you could give me would be most appreciated.

I don’t know of any. I have seen jewelry trains close to that size.
There are some Z scalers doing Zn3 and even some doing Zn2. [:0]
Although bigger than you want, 15" gauge is a common size used for live steam. You can represent it with z scale.
There is/was (don’t know which) a guy in the UK who made a live scale steam 1:240 scale GN 2-8-2 and PRR 4-6-2 streamliner! That is pretty close to Z scale
He also made a 0-6-2T british outline in 1:480 scale that was electrically powered. This was mentioned a few weeks ago on the forum but unfortunately I didn’t bookmark the link. If whoever it was could dig it out and post it again that would be good.

Thank you very much for your input. Currently I plan to use DSchmitt’s suggestion of modeling a 15" gauge railroad using Z scale, because there is a good assortment of equipment in Z.
If live steam engines can be made in Z scale, then surely there must be some for 3-rail O, althouth I have never been able to find any. Do you know of any? Again, thank you very much for your imput.

Wow! That’s pretty tiny…John Allen did a prank in the 60’s about a non-existent 1/400 scale model railroad, using blown-up photos of a pencil and ruler for comparison! He also had a (non-functional) live-steam club layout as a scenic detail on the Gorre & Daphetid.
I suppose that someone modeling in LGB or other bigger-than-O scale could make good use of an N or Z scale layout for a live-steam layout–or a fellow with an LGB layout could just borrow a friend’s N-scale 2x4 layout and stick a couple of G-scale miniatures around it!
I’ve seen Z Scale used to represent a G-scale garden railroad on a G-scale layout (if that makes sense!). Was on a garden layout belonging to someone I used to know - he built the Z-scale onto a seperate baseboard featuring a house and garden, so he could bring it indoors during rougher weather.
