I think that is normal on Conrail Shared Assets. They get power from both parents.
No the idea is that Light Rail and Freight can not run at the same time. Otherwise the light rail drivers would be Train Engineers and have to be part of the BLE and pay into railroad retirement
Has nothing to do with BLE etc. what it does relate to is mixing FRA compliant and non compliant rolling stock.
NJT’s River Line shares the tracks with CSAO, CSX and NS in places from Bordentown south almost into Camden. HOWEVER, normal operations are that freight is moved only after midnight and before commuter time in the mornings on the main tracks. That does not mean freight can’t be switched in the adjacent yards at any time as long as they don’t enter or foul River Line tracks.

Were light rail trains running during that window of time?
I’m watching this topic with some interest as to what was actually observed.
If it was mid day, my experience has been to see locomotives parked in yards or actively switching cars in yards but not fouling or using the River Line mains.
And it’s been my experience as well, and I had already explained to OhioRiverTrail several times within a single hour that there is 1 place, just south of the Delaire bridge where the freight trains are allowed to cross the passenger track, and there are several places, such as between Burlington and Florence, where the freight has its tracks separated from the Riverline.
