I’m not sure I would risk that much of my own money on this project yet. However I am happy the partnership giving the free work is experienced with rail construction / rail transit projects at least…that should add some value.
I would imagine with $130M of FREE design work, you get what you pay for.
You did not read the article carefully.
To me, it looks like Texas Central is trying to get a fair amount of the preliminary work done on the cheap. The engineering firm is taking a sizable risk, but it gives them a foot in the door when and if actual construction contracts are put up for bid. And if Texas Central goes nowhere, the engineers have a starting point for other possible HSR proposals.
